AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a report published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the report pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the party that comes second is most likely to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
